A full no to this. This would make the whole cape a custom cape and it would give undeserved advantages in the Wilderness. The max cape is a skilling cape and it should remain there.

As far as I've noticed, those things you've mentioned don't really spam the ClanChat. And those people are mainly using the clanchat to buy and sell to reach out to a bigger public, yes, which I don't see any harm in to be honest. As far as I've seen we're able to help pretty much every player asking for whatever help they're looking for, without any troubles finding their question:P.
